Circular No. 06/2021/TT-BGTVT on the Promulgation of the National Technical Standard QCVN 109:2021/BGTVT on Level-5 Emission for Newly Manufactured, Assembled and Imported Automobiles was issued by the Vietnamese Ministry of Transport on April 6, 2021. The QCVN 109:2021/BGTVT, also referred to as “the Technical Standard,” outlines test procedures, admissible upper limits for emission level 5, and the controls and implementation of quality, safety technology, and environmental protection inspections for newly assembled, imported, and manufactured vehicles. The European Union’s Euro 5 standard is comparable to the “level-5” standard being discussed here. The effective date of this circular is January 1, 2022.

The following two categories of four-wheeled vehicles are governed by the Technical Standard:
• Light reference mass vehicles: These include M1, M2, N1, and N2 types of vehicles with a mass under 2610 kg.
• Heavy reference mass vehicles: M1, M2, N1, and N2 types of vehicles as well as M3 or N3 types of vehicles with a mass of 2610 kg or more are included in this category.

Additionally, three-wheeled vehicles over 400 kg in weight must have their emissions assessed in compliance with QCVN 77:2014/BGTVT and QCVN 04:2009/BGTVT. It should be noted that the following vehicles are exempt from the Technical Standard:
• Autos made and intended for use on private property or roads outside of the public transportation network;
• Electric cars (cars that run on electricity).
