On March 19, 2024, the Trade Remedies Authority under the Ministry of Industry and Trade received a dossier requesting an investigation into the application of anti-dumping measures on hot rolled steel (HRC) products originating from China and India, submitted by enterprises representing the domestic industry.

After reviewing the investigation request dossier from domestic producers, and based on the provisions of Articles 28 and 30 of Decree No. 10/2018/ND-CP dated January 15, 2018, detailing several provisions of the Law on Foreign Trade Management on trade remedies, the Trade Remedies Authority issued a notice requesting the submitting enterprises to further complete and supplement the dossier. This supplementation is necessary to clarify the information related to allegations of dumping by imported goods, the damage to the domestic industry, and the causal relationship between the dumping and the damage, in accordance with regulations.

Additionally, the Ministry of Industry and Trade has received input from other interested enterprises regarding the potential initiation of an anti-dumping investigation on HRC products imported from China into Vietnam.

Subsequent Steps in the Case:

Supplementation of Dossier: Domestic producers need to submit additional information and complete the dossier as requested. The Trade Remedies Authority will review the supplemented dossier based on the provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP.

– Further Requests for Supplementation: If the dossier requires further supplementation and completion, the Trade Remedies Authority will continue to request the enterprises to complete and resubmit the dossier.

– Assessment of Complete and Valid Dossier: Once the dossier is complete and valid as per the regulations, the Trade Remedies Authority will have 45 days to conduct a detailed assessment of the dossier. This assessment will include examining the allegations of dumping, the damage to the domestic industry, and the causal relationship between the dumping and the damage. This assessment will form the basis for deciding whether to initiate an investigation or not.
